Minor updates to bring the code into compliance with the latest version of PHP.
- readonly properties, typed constants, switch -> match, ??=,
first-class callables, random_int(), and removal of redundant
casts/guards across 37 files
- Skip app/Config in Rector (it treated CI_DEBUG as always true and
would have enabled the debug toolbar in production)
- Skip RemoveNextSameValueConditionRector in app/Views (it broke the
inline-HTML template in members_movies_by_event.php)
