This bugfix addresses some issues with managing and displaying changelogs and notifications.

Add changelog_id to notifications table, auto-populated on changelog notice creation
Dynamically append "Read more" link in notification display using changelog_id instead of embedding HTML in message
Add changelog_id field to add/edit notification admin forms
Fix notification management table preview breaking on HTML message content
