A serial killer, plagued by the memory of a fatal car accident, uses various tools to murder female tenants of a Los Angeles apartment complex, then abducts a teenaged girl who lives there with her family. When the police express doubt that the murders are connected to the girl’s disappearance, her brother sets out to search for her on his own.

Damn, this was a lot more brutal than I expected it to be, partly because it really has an after school special kind of vibe to it.
Maybe that’s because Pamelyn Ferdin from LASSIE; and Wesley Eure from LAND OF THE LOST both have prominent roles in this, playing against type. Eure is particularly effective as he goes from odd to evil but with the same smile throughout.
I also appreciated the late ‘70s griminess of L.A. that almost feels like another character in the film.
