This is pretty low budget filmmaking and it easily shows in the skeleton sets and mostly poor acting and dialogue.
Despite that, it’s worth watching for some great locations (the inside of the cavernous factory with all the massive concrete balconies is amazing!), some pretty good lighting in the later half; and above all some great practical effects for the mutated cyborgs!
