This is a bit rambly before starting to cohere around a group of war orphan street kids and one of their older sisters who’s an alcoholic, drug addict and prostitute. Of course Chiba’s gruff-with-a-heart-of-gold character takes them all on as his personal moral mission. There are some fun action scenes, especially the extended opening and closing action scenes, and you get to see a bit more of Okinawa than in any of the previous films also set there.
