Someone found an action drama screenplay from the ‘90s and offered it to Jason Statham. Then they made this movie. This has that vibe all over it and the type of film that would have been offered to JCVD back in the day. Such a odd story to have now but interesting character turns even as unlikely as they seem. Lots of shoehorned plot devices to drive the story lifted from previous films. Slow burn with a few bursts of violence but ultimately nothing terribly special or memorable.
