Another title I used to see a lot on the shelves at Blockbuster / Hollywood Video. Never really piqued my interest bc it had dull cover art (not the cover featured here that I added to TMDb since the previous art - taken from the US video release - was removed by the TMDbot) and didn’t sound interesting. This was developed during a time when anime was targeting more adults moving into more mature or serious themes and less fun. That’s the best way to describe this political thriller with a rogue submarine. It’s fine but kind of a chore to follow and care about. Nice to have finally watched it and confirm my disinterest.
