A bored trio of high school delinquents start a rock ‘n’ roll band together. They have no skill, money, or even a full set of drums, but are determined to jam out and impress their only friend.

The description is only partly correct. These juvenile delinquents are just bored and decide to start a band after one ends up stealing a bass guitar. The meet a folk band in their school with the same name who convinces them to participate in the local rock festival.
This is fine and for two thirds I was very meh on it. It picks up in the final act for some laughs but overall not all that good. I didn’t like the animation style used for most of the film. But it changes to a cool Ah Ha look for a segment that’s really cool. Then in the final act it looks like they ran the basic animation thru a few Prism App filters. I did like the watercolor painted background. I just wish there was a reason to care about any of these characters.
One pet peeve I have in Japanese animated work or anime series is when characters, typically high school teens, have zero musical skills but can pick up an instrument and instantly know how to play it and keep time. Why not just give them some backstory reason why they know how to play a bass guitar or whatever all of sudden, “oh when I was a little boy my mom made me take piano lessons…” or whatever. /rant
