Solid six out of ten for 75 percent of the runtime. 7 / 10 for the action sequences, which sadly there isn’t enough esp. for a movie called Officer Black Belt with the premise of hiring martial artists as junior cops to assist with the probation team. Had there been a couple more minor action scenes that replaced some of the drama this would be an easy 7. But I get it; they like their emotional beats and melodrama.
The big alley fight setpiece is quite good in the staging and camera work plus the action. Super brutal, too. That made up for a lot of the dragging in the first half. The follow-up two part fight is really great as well.
